Hi Diamant40,
I'm not familiar with Linux. I'm not sure that I can help you with that issue.
BUT - before we go there: Is your new Library Folder in Win directly below the QCAD main directory? Somewhat like
C:\Program Files\qcad-3.19.2-pro-win64\libraries\default\yournewfolder
If yes please think about what happens in the case that you have to install a new QCAD Version ...
I would recommend a Library folder / tree organization which is detached from the QCAD installation Folder.
Just my two cents.

Hi Husky !
I found a (the ?) solution:
I created a folder in the "My documents/Qcad/elements" in the tree of Linux out of /Qcad tree.
I selected interesting elements in the C.A.O. elements DVD and copied it in the above folder.
Then, in Qcad, Program preference/Widgets/Bibl. explorer I Added the way to the elements folder I created.
Re-starting Qcad, and opening the library explorer, I find the added folder and his elements.
I'm not sure this message is clear enough (my poor english !) but I hope it could help others .....
