This is by design.
If, for example, you draw a circle using Draw > Circle > Center, Point, you choose a center point and a point on the circle line. You can then choose the next center point and so on. Or you can click the right mouse button or press the Escape key if you're done. This way, you can quickly draw a lot of circles without having to start the tool over and over again.
In QCAD, you can even "cascade" tools. For example:
- Choose Draw > Circle > Center, Point
- Click Center
- Now, you realize that you really need a line before you can determine the point on the circle line.
- Choose Draw > Line > Line from 2 Points
- Draw the line as desired
- Right-click to terminate the line tool
- Continue with setting the point on the circle line for your circle
