Oblique dimensions

is it possible to draw oblique dimensions like this? (17)

Yes and no. There is currently no dim tool in QCAD which could do that but you can explode and stretch the 17 dim to reach your goal. But be aware that you will loose for an exploded dim the whole dim functionality.

May I ask you why you can't do the dimensioning like this example?

Thank you for your answer, the explode workaround is a nice trick although still a workaround. The loss of the dim functionality is no too nice but it makes me think drawing the extension lines all manually and then adding the dimension with 0 length extension lines works relatively well too.

My motivation for this is I work a lot with slightly curved shapes and large sizes which very often results in almost parallel lines where there is need to dimension the distance between these lines at specific points. This style of dimensioning is very practical in these cases. The image I posted was just to demonstrate the type of dimension, my actual case would be something like this:
