I cannot manage to print a white text on blue background.
I drew a rectangle, made it to a polyline. Filled that with solid hatch. Changed the color property of the hatch to blue.
Then I placed a text string into that filled rectangle, brought the text to front (MF). Changed text color to white. Also tried a custom color close to white. It appears as desired, white text on blue filled box.
But when printing it, it comes out as black text.

Try Edit>Drawing Preferences>Printing>Colors and select Full Color in the Color Mode box

Make sure your Color Adjustment is identical to this settings ...
... and as petevick already mentioned that you print in Full color.
