pdf to dwg

how can I import a PDF drawing into QCad. I am trying to import blueprints to rescale and find specific dimensions and even make changes to the drawing

QCAD has no pdf import function. You can make a bitmap (png, jpg etc) from the pdf and then import it to QCAD but that would not be a vectorized version of the pdf.

There are also (free) online PDF to DXF services available. Results may vary, depending on the quality / nature of the PDF file:

If the pdf was made from vector software(QCAD, AutoCAD, Coreldraw, Illustrator,etc) open the pdf in Inkscape and save as Autocad R14 dxf. If the pdf file is Raster convert to accepted QCAD import image format.
