Is there any way to set the 0,0 point of an ordinate dimension other than moving all entities?

Maybe this experimental Add-on/Plug-in is useful for you. It has a "UCS Set origin point" command ...

Yes, you can select the ordinate dimension and drag and drop it's origin to another coordinate or use the property editor to change the property Origin X/Y.
Both methods work for a single or multiple ordinate dimensions.
