Solid fill in white with white background

I have drawn some parts I use as standard, all my drawings are black lines on white background.
I want to fill these parts white so that if I insert them into another 2D drawing and they sit over the top of another part they cover them i.e. they aren't transparent.
When I select hatch tool and solid fill, they fill in black. I realise this is because the layer is set to black since my lines are black.
Is the only way around this to then create another layer, copy and paste the part onto that layer in exactly the same position, set that layer to white and then solid fill?
I just tried this, and then solid fill white then also covers the black lines in layer 0. Is there a way to re-order it so that my new 'fill' layer sits behind layer 0? i.e. so the black lines are always on top of any white fill?
