May I ask you what your goal is? Will you print it scaled on paper or do you need it scaled to fabricate parts on a cnc etc.?

Understood - thanks.
If everything in the drawings needs to be scaled to 1/64 then "Select All" entities in your drawing, launch the "Scale" tool and chose the "Focus Point". A dialog will then pop up which needs settings like this example:
