How do I change lineweight for a layer

How do I change lineweight for a layer

I can change color, but neither lineweight or line thickness.

I have tried Misc -> Modify -> Set Attributes by Layer ... but no luck. (Saw the earlier post)

This actually worked for a layer I wanted to change earlier when I couldn't change the color, but now 'color' seems to be the only attribute I can change by layer.
