Hi, how do you change the rulers to reflect what you are wishing to draw?

The rulers adjust to the grid settings:
Edit > Drawing Preferences > General > Grid

Note that rulers in CAD are for your rough orientation only. Most CAD systems don't have rulers at all. You would never use a ruler in CAD like a ruler on paper to measure or draw something. There are far superior tools for that in CAD (snapping, coordinate entry, entry of lengths, distances, etc.).
