QCAD 3.13.0

QCAD 3.13.0 comes with some new user preferences and several minor bug fixes. The Dutch translation of the user interface is now complete, adding Dutch to the list of complete and up to date translations: English, German, Dutch, French, Italian, Portuguese and Spanish.
