Yes, there is a known issue with paths on some Windows installations. This will be fixed for the next release.

nofate: You need write access to the library directory to add items to it. Especially under newer Windows versions this can be tricky to achieve. Yes, simply remove the equivalent dll files under <QCAD Installation Dir>/plugins.
