CVH sorry I forgot the library browser was reworked and I am sure the process has changed since the last time I added items. All the items I use were added years ago.

You can add items to the library either by saving the drawing to your library folder located in Qcad file system. Sounds like you are looking to scale the viewport. After you draw your object in model space use the viewport tool (VT) to draw a viewport that will be added to paper space, same as Autocad.
