FS#2682 - Drawing scale pulldown not showing consistently in toolbar with layout blocks active.

STEPS to REPRODUCE:

1. New file
2. Be in model space
3. Select a Layout block

Drawing Scale pulldown NOT visible in toolbar (next to PDF icon)

BUT...

1. Be in model space
2. Execute “print current view” 3. Select a Layout block

Overall drawing scale should only be used when printing the model space directly.

In layouts, use viewports for scaling instead:

Behavior changed for QCAD v3.32.0, see QCAD Changelog.
Your step 3 is "Edit a Layout Block".
The difference is that a Block can be selected in the Block List without being edited.

I can replicate that the Scale option is not disabled using your second sequence.
Also not disabled with "Print Window...".
But as intended with "Print Preview".
