I just bought the 3.9.1.0 version of QCAD of 13 March 2015.
QCAD is excellent for both quality and price.

It perfectly meets my expectations except for bookstores.
It is not possible to add new items to the library.
He refers me: Can't not open file: "C: / Program Files (x86) /QCAD/Libraries\"filename"

In Windows 8.1, the Program Files (x86) is read
Under properties, I remove the Read Only checkmark, I click OK. The change
takes place then I leave and returns Properties. The check mark is Read Only
again there.

A big thank you in advance who knows the way to install the libraries in a
directory does not depend on the system, or any other solution that can solve this problem

You need to have write access to the library path if you wish to add new items to it.
You can add new library paths in the application preferences:
Edit > Application Preferences > Widgets > Library Browser

Make sure that you add a path for which you indeed have read and write permissions (e.g. on your desktop or in your home or documents folder).
