Shortcuts do work except G,Y (and maybe other I don’t know of)

I don't know if it is related but I'll add this here for now.
I'd like to set some custom shortcuts so I added CTRL-W to close drawing. Hit apply and ok. Now the shortcut does not work. I have to restart the application and then it works.
The second shortcut I added was F8 to restrict orthogonally. After restarting it still didn't work. I tried it with F4 which did work after restarting.
Then I also noticed that after adding and applying a new shortcuts my other custom shortcuts didn't work anymore. I have to restart the applaction again to make it all work.
